Ms. Dennis indicated the stop sign at Montevino was installed because of the <br />ntm~ber of accidents at the intersection and the visibility problem due to the hill. She <br />believed the stop sign was necessary to allow traffic to get onto Vineyard. <br /> <br /> Mr. vm~ Gelder agreed there were concerns about sight distance and agreed there <br />are speeding problems. <br /> <br /> Ms. Dennis felt one of the problems on Crestablanca was separation of traffic <br />because those are wide streets. She believed people cut the comers and do not slow <br />down much. She felt entry islands would work to slow vehicles, but was not sure about <br />the middle median on Crestablanca. She preferred the islands to be of river rock instead <br />of brick. She was excited about the discussion of using rubberized asphalt because of its <br />assistance to the recycling program. She tbought there were grant moneys available li'om <br />the Waste Management Authority for a project like this, <br /> <br /> Mr. van Gelder said staff could investigate that. More projects are need using <br />rubberized asphalt to spread the cost around. It is very expensive because of the <br />equipment necessary. He felt a policy should be established on using this product on <br />residential or arterial streets. <br /> <br /> Ms. Dennis believed that some of the traffic to the school would go away when <br />the new school on Vineyard is opened. <br /> <br />Ms. Michelotti asked if the median was at the top of the hill and visible. <br /> <br /> Mr. Tassano said it was. Staffpreferred to have trees in the median to make it <br />more visible. <br /> <br />Ms. Michelotti agreed with the suggestion to have river rock in the median. <br /> <br /> Ms. Ayala preferred to review the results of the original pilot projects for traffic <br />calming before voting on this proposal. She did not want to spend money on a prQicct if <br />it will not accomplish what is wanted. <br /> <br /> Mr. van Gelder said if there is a well-traveled street like Montevino, the first <br />reaction is to put in stop signs at every intersection or to put in speed bumps. If stop <br />signs are put at neighborhood collector streets, the findings indicate people slow down at <br />the stop signs, but the speed between stop signs are higher than before. When a physical <br />obstruction is in the mad, it does slow the traffic. Police enlbrcement is only a temporary <br />solution. The City of Livermore considered trullic calming and rejected it. An additional <br />six police officers were hired instead. <br /> <br /> Ms. Michelotti indicated she has had questions from the beginning about the <br />amount of money being spent and how further prc%icets would be funded. Some of these <br />programs are absolutely appropriate. She had no problem with medians in the middle of <br />Crestablanca.
