Mr. van Gelder indicated that war a jointly funded project with funding coming
from Ruby ttill and other development fees. There is a joint design contract for a
consultant to design the bridge widening and widening of Bemal along with the
installation of the signal.

Ms. Michelotti asked if raised buttom could be used for the left turn into
Smoketree Commons similar to what was used at the Koll Center.

Mr. van Gelder indicated staff could review that. it was also considered to move
access ~arthcr east or on to Bemal Avenue, however the residents are not excited about
those options.

Ms. Dennis asked if her residence was close enough to this area to require her to
abstain. Staff determined that she was not.

Mayor Tarver invited public cottunent.

Joinroe Rauch, 3023 Crestablanca Drive, opposed installation of a median island
on Crestablanca. She suggested installing the entry islands and then monitoring traffic to
determine if a median island is required. She felt this was a safkty issue because
visibility at the top of the crest about 300 feet from Montevino Drive is difficult and car
drivers and pedestrians cannot see what is coming from the opposite direction. She stated
that the preferred solution was installation of speed bumps, but staff indicated that was
not an available option because of safety issues and the objections of the Fire
Department.

Ms. Michelotti asked if the choker was not favored by the neighborhood because
it removed some parking or what.

Ms. Rauch did not know.

Mr. Tassano said both the choker and the median take away parking. He felt
there was confusion on the part of the neighbors because they did not understand the
benefits of a choker. They were more comtbrtable with a median island.

Mr. van (3elder explained that a median island separates opposing traffic. A
choker moves it closer.

Mr. Pico referred to the staff report which indicaled the budget allocates $45,000
a year for four years. It is possible to postpone the median ~mfil the very end and see
what happens with the entry islands only.

Mayor Tarvet war concemed about spending money on the project because it will
not successfully stop the speeding in the neighborhood,

Ms. Rauch reiterated the preference for speed bumps.

Pleasanton City Council 18 07/I 1/00
Minutes
