Mr. Burke believed them were two questions to consider. A contract is being <br />reviewed by PE Biosystems and it is inspecting the site further. Due diligence review <br />usually takes 120 to 180 days. but PE Biosystems has asked for completion within 60 to <br />90 days. <br /> <br /> Ms. Ayala stated the desire for a single user for this property and she believed PE <br />Biosystems would become a valued part of the co~xkmunity. She believed <br />Councilmembers were elected to do the research and ask the questions about issues. She <br />described her tour of the Foster City facility and indicated there are far fewer employees <br />in the buildings than would normally be present in an office building. She described how <br />the employees really love working for the company and their dedication to the purpose of <br />the company. The Community Development Director of Foster City has confirmed the <br />valuable contributions the company makes to the community and described the various <br />programs. She was unhappy that Council appeared to be attacking this company and she <br />believed it could be one of the best companies to come to Pleasanton. <br /> <br /> Mayor Tarver said he was not attacking the company; he was looking at the PUD <br />approval, square lbotage, impacts and mitigations. He felt if the company does not need <br />3,200 parking spaces, then the requirements should be changed to make people more <br />comfortable with the project. With all the transportation management programs and only <br />2,600 employees, there is no need fbr 3,200 parking spaces. <br /> <br /> Mr. Swift. explained how the figure was arrived at. What the ultimate number of <br />spaces will be is determined by what the use will be. lfCom~cil wants to specify uses or <br />set employee density, it could change the parking. <br /> <br /> Mr. Pico said Council is not questioning the quality of PE Binsystems. It is a <br />perfect example of the type of company that has been attracted to Pleasanton. Cotmcil's <br />responsibility is to consider the impacts on the community and neighbors of a project. He <br />felt that was just as in~portant as getting a corporate citizen for the community. His <br />concern was still traffic. He acknowledged the setbacks and reduction in building <br />heights. The reality is that every traffic projection shows that in 2020 highways 680 and <br />580 will be gridlocked. These are major impacts that will affect how employees get to <br />their jobs. Ite believed it was necessary to impose conditions on the mixed uses on the <br />site and to set goals for an employee density of 2,500. He would like to get close to <br />750,000 square f~et li>r the buildings, adjust traffic mitigation requirements, adopt more <br />stringent noise reduction programs, address the concept of rubberized asphalt, incorporate <br />green building concepts beyond mere energy efficiency and use of recycled building <br />materials. He agreed to the requested modifications of Conditions 56 and 10. <br /> <br /> Mayor Tarver asked staff if those kinds of conditions could be incorporated into <br />this application. <br /> <br />Mr. Roush believed it was possible. <br /> <br />Pleasanton City Council 15 07/11/00 <br />Minutes <br /> <br /> <br />
