programs and works closely with Foster City and the Chamber of Commerce. They also
have well developed transportation programs for the employees, which he described.

Ms. Michelotti asked what company lhnctions would bc moved to this site from
Foster City, particularly with regard to marketing or point of sale.

Mr. Ragusa indicated it would have the same mixture of research and
development, manufacturing, marketing and adn~inistrative offices as exist in the Foster
City- site. There is not one departn~ent that is large enough to move en masse.

Wh-. Pico asked how many parking spaces would be constructed.

Mr. Swift said at final build out of 960,000 sq. i~, there could be 3,200 spaces.

Mr. Pico pointed out staff said there would be one employee per 500 sq. ~. which
is different than 2.5 employees per 1000 sq. 1~. just mentioned.

Ms. Ayala explained that contract employees are not counted because they are not
on the site all the time.

Mr. Ragusa indicated there are currently about 1,600 employees for 800,000 sq.
ft, in Foster City.

Mr. Pico asked if all the above is true~ why does the project require 3,200 parking
spaces.

Mr. Ragusa said that is what the City requires.

Mr. Pico ~vas concerned if all that parking is needed. He felt the main selling
point for this revised project wins that it would impact traffic less. He asked if Council
approves a project of this size, was the applicm~t willing to reduce or eliminate a
sigulficant number of parking spaces to guarantee there will be no traffic impacts?
Would the applicant be willing to limit the total number of employees at the facility to a
inaximum of 2,5007

Ms. Ayala indicated she had toured the Foster City lhcility and was very
impressed with it and the transportation programs they had implemented.

Mr. Pico reiterated his desire for a guarantee of limited parking spaces so the
employees cause/~wer traffic impacts.

Ken Mantoani, 34 Maple Way, San Ca~os, representing PE Binsystems, pretbrred
not to limit the number of employees. This is a conceptual plan developed by Kaiser and
it is preferred that PE Biosystems be able to take lull advantage of the site,

Pleasanton City Council 9 07/11/00
Minutes
