Ms. Dennis congratulated her on the list of endorsers and for getting the support
of the environmental community this time. She li:lt that such support was very, very
important. She knows how hard they worked in the outreach effort to make that happen
and extended her congratulations on this.

Mr. Pico introduced Stacy Mottenson, Executive Director of the Altamont
Commuter Express Rail Service. Ite asked if she would address the audience and let
them know what they might be expected to lose if this measure does not pass.

Ms. Mortenson said they have debated about this long and hard and they have
tried in the start-up period to really come forward with money that keeps Alameda
County in the picture. San Joaquin County has come forward with some money and
Santa Clara County is prepared to come lbrward with some money, but they need a
revenue source, particularly on the operating side, to keep this going. Alan:eda County
has 57% of the daily riders and Pleasanton has 25% of the daily riders, so it is obvious
that the Tri-Valley has a very significatlt user portion. ACE has run the gamut of whether
to close the doors, whether to minimize the service in Alameda County or perhaps skip
stops or express service. The bottom line is that they really hope to work with Pleasanton
to find a way to help promote a long term revenue stream. lhey are prepared to do this
with the passengers and since a significant portion come ti'om this Valley. she thinks that
they can do some real advocacy work. The service has been a phenomenal success in
many ways: fair box, community support and the relief that the people are getting from
the roadways. This is very critical. This is a mode that does work in this particular case
under these conditions. It may not work everywhere, just like this plan won't solve every
problem. But they have to pick those things that do work and try to really cultivate them
She hoped that there could be some support to Pleasanton and to ACIA as the plan is
pushed forward.

Ms. Michelotti asked for an update on the numbers on the turnaround train.

Ms. Mortonson replied that right now the turnaround train actually more than pays
for itself. There are about 160 daily riders on lhe train. That does not fill the train up and
this gives them pause to wonder whether it is slotted at the right time. What the people
know is that in the evening them are only two trains to come back on, so the schedule
flexibilily is not as good in the evening. They have 1,400 seats; they are carrying 1,550
riders on the train. People are standing and it is getting very crowded. She said that any
train that is added in a reasonable commute period is going to be very suceessthl.

Mr. Pico asked Dennis Faye, Alameda County Congestion Management Agency,
to address some of the issues related to the 1-680 corridor, the Sunol Grade and what the
impacts might be if this sales tax is not extended.

Mr. Faye stated that his Board is a partner with Alameda County on the ACE
service. He has thought about what happens if they do not have Measure B; how do they
keep this service going? He does not see an easy ~vay to keep their end of the bargain up
for the Altamont Commuter Express without a rcauthorization of the sales tax.
