They cannot keep shifting out capital dollars into operating dollars indefinitely. <br />There are only so many people who are willing to exchange dollars. He said sometimes <br />they want a discount, so you end up losing money in the bargain. It will be very difficult. <br />Operating money is the Achilles heel of almost any transit service in Alameda Coumy. <br />They can usually find some capital money, bat they are very short on operating money. <br />The measure will provide a substantial revenue stream for transit operating, whether it is <br />in the north part or this part of the County. Regarding the 1-680 project, as everyone <br />probably has been reading, the Govetnor's proposal has money in it. The money that is <br />in the measure, together with the money that is already programmed lPr the soathbotmd <br />direction for 1-680, would provide a very usable project. One of the things the CMA will <br />be looking at as p',u't of the study that it is dohig is whether it is feasible to do these <br />cxprcss lanes that Christine mentioned earlier. The CMA will look at whether the excess <br />lanes are operationally feasible or not. That is, could motorists actually weave in and out <br />of these lanes on the frecway without creating safety problems. The CIVIA will also look <br />to see if they are economically and politically feasible, At the cnd of that study, the <br />CMA will have some sense of whether this is somathing that can be done or not, in order <br />to further make better use of the capacity that the lanes will be creating out there. <br />Another thing that could happen with selling the capacity that might be in excess in the <br />carpool lanes is it will generate a revenue sheam. This will help provide additional <br />transit service in the corridor, and possibly additional express busses. This is one of the <br />things the CMA will be looking to as it moves forward to try to find exactly what is going <br />to happen with the corridor as a whole, and also how the funds in the expenditure plan <br />will be spent. <br /> <br /> Ms. Michelotti asked Mr. Fay about the study that the CMA is doing, looking at <br />what is called "HOT" lanes. <br /> <br /> Mr. Fay replied that people have moved away t?om using the term "HOT" lanes, <br />which stands for High Occupancy Toll lanes, to something called express lanes, which is <br />essentially the same concept, with a different name. <br /> <br /> Mr. Pico said a major evem recently happened in terms of the ground breaking of <br />the 1-680 corridor. <br /> <br /> Mr. Fay said that this groundbreaking is worth noting because it is important to <br />the traveling public. This relief is coming soon, and one of the reasons that they were <br />able to have the groundbreaking as quickly as they did, is because there waa local money <br />involved in delivering the project quickly. What Measure B brings to the party is local <br />money, which allows projects to move along quickly.
