The roll call vote was as follows:

AYES:
NOES:
ABSENT:
ABSTAIN:

Councilmembers Ayala, Dennis, Michelotti and Vice Mayor Pico
None
Mayor Tarver
None

Item 6b
Financial ParticiOation Memorandum of Understandimt CVIOU) between the San
Francisco Bay Area Raoid Transit District (BART), the CiV~ of Pleasanton and the
CitV of Dublth, for the nronosed WestDublln/PleasantonBARTStation. (SR00:iTI)

City Manager Deborah Acosta presented the staff report.

Pete Snyder, BART Boardmember, said that this is a once in a lifetime
opportunity, to be in the right place at the right time and make an effective change to the
lives of all those around us. Two and a half years ago, when the LaSalle Partners people
came to him and asked him if it was possible to do some development in the East Dublin
- Pleasanton area, they went out to look at it. He had the knowledge and background to
look at the property that is being discussed. If he hadn't been them to direct them in a
different direction, we wouldn't be here tonight talking about this. As he has said before,
when this was first being discussed, it was his firm belief that he didn't know when in the
future BART could find $40 million to build the station. It could be another 20 years
bethre they look at the 17 acres of property for a viable target area. This is, as the City
Manager has stated, a very unique oppommity and one that is begirming to make people
sit up and take notice about how you can bring not only an agency like BART and a
private developer together, but what is so unique about this is the Pact that we have two
cities that are able to work together in that regard as well. Again. if it hadn't been for his
background, he just would not have been able to see how anybody could bring that
together. llaving a good relationship with both Rich Ambrose and Ms. Acosta made it
quite possible to bring this early on and got their blessing to say, this makes sense and we
need to look at this a little more. He is hoping that the Council will understand this and
move lbrward with the MOU. Mr. Russell is moving along with the EIR work and hopes
that all of this is coming together appropriately; he believes that in the Spring of 2001 we
will begin to see construction, if we all reach this accord. Roberta Collier. the Deputy
Treasurer/Controller for BART, is with him this evening, if you have any questions about
the financial side. it is his understanding that all of the staff pretty much understands
how this comes together. He is hopeful that the MOU will be approve& His concern all
along is to keep the people talking and this is a great opportunity. BART would really
like to find more of the same opportunities in the years to come, because transit village
concepts arc recognized as a way to get people around easier, rather than having them
spread so far.

Pleasanton City Council 17 06/20/00
Minutes
