Vice Mayor Pico stated that he could not support this motion because he felt that it was another step towards farther subdivision of the property on the west side of Foothill Road and this is a policy that he does not support. Councilmember Dennis asked about the recreation revenue and Ms. Rossi responded that there was a slight decrease in soree programs, but overall there were decreases in some and increases in others, which is to be expected. City Manager Acosta added that there is a direct connection to revenue because if the revenue is not there, the classes do not take place. Vice Mayor Pico commented that there were no speaker cards on any of these three items. It was moved by Councilmember Michelotti, seconded by Councilmember Ayala, to adopt Resolution 00-070 approving the 1999-00 Operating and Capital Improvement Program Budgets and amendments 1, 2, 3 and 4 as outlined in Staff Report 00: 143.
