community. The proposed ordinance would change the character of the downtown area <br />and would do so at the expense of destroying the diversity of the downtown. It acts like <br />rent control and creates an advantage at the expense of others. Nothing has had to be <br />mandated for the downtown area to thrive. <br /> <br /> Councilmember Dennis expressed her concern that she does not have enough <br />information to decide and would like to look at it further, along with the people who have <br />an interest in downtown. <br /> <br /> Councilmember Ayala that them are not a lot of second story buildh~gs and she is <br />very sensitive to over regulation. Retail has to have a very broad definition. She is not <br />inclined to study this issue. <br /> <br /> Mayor Tarver felt that an ordinance should be considered and this would put the <br />issue to rest once and for all. They have unsuccessfully applied in the past for this tax <br />credit and feel that they have a unique opportunity to secure funding for this housing. <br />The procurement procedure is in two parts. He believed that the outstanding issues can <br />be resolved, but there is a need to submit the tax credit application at this time (June 15th). <br />The next deadline for applications is March 15, 2001. They think that they have a very <br />tmique opponunlty to receive an allocation of credits which would provide the vast <br />majority of the financing necessary for the development of the housing. The company <br />recognizes that there are issues outstanding and would like the opportunity to resolve <br />those issues, but believes it can do that in time.
