Ms. Ayala thanked Mr. Sanchez for attending the meeting. She indicated the Golf <br />Course Committee has been very concerned about environmental issues. She stated the <br />General Plan Committee had denied a suggestion of 300-400 homes in this area. The <br /> idea was to have a feathering of density ofhousthg to the urban limit line. She thought <br /> the golf course would protect the area. The City is trying ~ put in the golf course and she <br /> indicated developers have said they can get permits from the environmental agencies and <br /> the City should be able to do it too. One property owner in that area had stated that there <br /> would be more meetings now that the documents have been submitted. <br /> <br /> Mr. Sanchez believed that was correct. The agency staff would review the <br />documents tbr appropriate mitigations. <br /> <br /> Ms. Ayala stated the City has spent $2.3 million on this project and there are no <br />more funds available. The City has appealed to the developers in that area to pay for <br />additional consultant costs to pursue this project. <br /> <br /> Mr. Sanehez said that even though he is unfamiliar ~vith this project, the U.S. Fish <br />and Wildlil~ Service rarely stops a project. He felt them were ways to keep the project <br />going with reasonable mitigation measures. <br /> <br />Ms. Michalotli asked how many meetings will that take. <br /> <br /> Mr. Sanchez thought that if the additional measures have been provided, his staff <br />will review the documents. IIe aSgeed the agency is under-funded and under-staffed, but <br />they are trying to implement the laws. There are many issues for cities and counties that <br />will get more difficult to deal with. He believed a habitat conservation plan was the best <br />way to deal with issues in the long term. <br /> <br /> Mr. Pico pointed out that the Pleasanton City Council had voted in support of a <br />regional habitat program. <br /> <br /> Mi'. Sanehez indicated he had a lot of experience with habitat plans and is willing <br />to work with the city. <br /> <br /> Mayor Tarver believed it would bc better tbr the Tri-Valley Council to deal with <br />that issue. <br /> <br /> Ms. Dennis said that when cities developed General Plans, they are submitted to <br />all agencies for conm~cnt. She agreed that the Tri-Valley Business Council should be <br />involved and suggested Mr. Sanchez participate in that process. Terry Huff from the <br />Department of Agriculture had participated in this process and it has been an educational <br />process with input from many factions. <br /> <br /> Mr. Sanchez said his agency did not participate in General Plan reviews.
