wide initiative and thanked those who worked with her. A total of 63,074 signatures
were gathered. She believed the North Livermore development would impact Pleasanton
and increase cut-through traffic in Pleasanton. She encouraged Council to request a
hearing on the EIR in Pleasanton.

Ed Churka, 780 Main Street, referred to the letter he had received from the City
Manager regarding the railroad cars situated in the Alameda County Transportation
Corridor. He believed the city would be losing apart of its history and heritage and felt
the cars are an am'action which is appreciated by the citizens, especially during the
Farmers' Market. One of the cars is a 1906 wooden C30 caboose and the other is an
authentic 1923 U.S. Army boxcar with original lettering on it. Mr, Churka said the cars
had been leased to the Nilcs Canyon Railway and it would make repairs to the cars. It is
currently occupied extending the tracks from Sunol and has not had the time to repair the
cars. He indicated the leUcr statcd thc cars were to be removed by June 30, 2000 because
he had not performed the repair work on the cars that he had agreed to. tte explained
some work he had performed. He did not feel this action should be taken because in
I996, the voters approved the concept ofbringlng the steam train to Pleasanton.

Mayor Tarvcr said he tried to get this on the Council agenda, but there was no
support from the rest of the Council.

Ms. Acosta explained that the issue is not removal of the cars, but a property
maintenance and Code enforcement issue which began a number of years ago. Council
had made inquiries and staff followed up on that. The rail cars ware placed in that
location without a permit and staff is trying to pursue the matter with Alameda County.
If Cotmcil wants to, it caa place the item on the agenda to discuss cleaning up the area
and addressing safety concerns. Staff is pursuing other property maintenance issues as
well. This has been going on for years with no resolution. The County is amenable to
having the permit extended. however the conditions have not been met.

Ms. Michelotti asked about the rail construction at Bemal Avenue and Stmol
Boulevard and inquired whether that was to receive these cars? She indicated there is a
new property owner in control of the old train station building who has concerns about
these railroad cars.

Ms. Acosta stated some track was installed but the County permit lbr the cars has
expired. None of the conditions have been met.

Mayor Tarvet has tried to s'turt a campaign regarding the box cars, but it has not
worked. He agreed wilh the statements about the historic significance of these cars and
felt they were an asset to the community. They might need some repair and a clean-up of
the area, but he liked to see them when he goes to the Farmer's Market.

Ms. Ayala expressed concerns about the timeliness of the project. This has been
going on since 1996. Mr. Churka's business is no longer at the same site as the rail cars;
there are broken windows in the rail cars and she did not Ihel they am an asset to the City.

Pleasanton City Council 6 05/16/00
Minutes
