Ms. Acosta said that had been a concern in the beginning.

Ms. Ayala did not mind talking about the item. There might be a group that
would come forward with restoration ideas. As they are, something should be done.

Ms. Michelotti said the question is whether Council disa~ees with the letter
written by Ms. Acosta; she agreed with it.

Mayor Tarver said whether the item is on an agenda may have a great deal to do
with whether you agree with staft~ If the Councilmembers agree with staff, then don't
have a public hearing. There do not appear to be three votes, so it will not be agendized.

Mayor Tarver then asked for an item on the next agenda regarding Stoneridge
Villas. By then it should be known whether the developer received federal funding and
tax credits.

Ms. Michelotli asked if Mayor Tarver was asking for an item to review the
project. She believed the item was decided. At the workshop the developer agreed to
have the design reviewed but did not want to have the project held up. There were
concerns it would affect the consideration for the tax credits and could kill the prc~ject.
She did not want to take the chance of losing this project.

Mayor Tarvcr believed that putting that on the next agenda would not change the
situation unless Council took a negative action.

Ms. Ayala again stated she never objected to discussing an item. Right now she is
in ti~vor of this project.

Ms. Acosta commented that Council had several choices. It could be an
information item to inform the public; it could be an item to make certain Council agrees
with staff and the applicant could move forward to get building permits without further
review; another choice would be that if them are concerns, it takes three votes to agendize
the item; finally it would take four votes to impose a moratorium and a study zone for
this property.

Ms. Ayala asked what impact placing the item on an agenda would have on the
status of the project.

Ms. Acosta believed the developer would know by May 8 whether it had received
tsnx credits.

Davis Slajchert, Willow Partners, LLC, 310 North Westlake Boulevard, Snite
250, Westlake Village, indicated the federal tax credit program in California is a two
round process. The axvards for the first round will be announced May 8, 2000. Typically
if a project will receive an award, there would be a staff report supporting the proposal

Pleasanton City Council 25 05/02/00
Minutes
