It was moved by Mayor Tarver to deny the PUD application. <br /> <br />The motion died for lack of a second. <br /> <br /> He believed the environmental review process is to satisfy the public, not staff <br />members. He did not think a negative declaration was appropriate fi>r this area. He was <br />very concemed about visual impact, grading, tree ramoval, etc. Staff says this is just to <br />finish off The P~serve project, but he voted against The Preserve, Golden Eagle and <br />almost every development w-est of Foothill Road. He felt the proposed development was <br />visually obtrusive. He suggestcd planting trees and then coming back in ~l~een years to <br />prove they will hide the houses. He was not satisfied that all issues are addressed. He <br />places great importance on that area and a negative declaration was not appropriate for a <br />plan that grades fue tops of ridges and constructs houses there, even if it is only twelve <br />units. <br /> <br /> Ms. Michelotti referred to the commercial portion and asked if there were a way <br />to preserve the wooded area near Dublin Canyon Road. <br /> <br /> Mr. Swit~ said there are a number of places where buildings could be constructed <br />without touching any of the existing trees and gave examples. There would be future <br />City review of any proposal for that area. <br /> <br /> It was moved by Ms. Michelntti, seconded by Ms. Ayala, to adopt Resolution <br />No. 00-046, approvlng a Negative Declaration for the application, and introducing <br />Ordinance No. 1805, to be read by title only and waiving further reading thereof, <br />approving the application of William Kolb, Donna Miller, and Gone and Carol <br />Strom for PUD pro-zoning and PUD development plan approval for a residential <br />subdivision consisting of twelve new single-family lots and two existing single-family <br />homes, open space, and public park uses, and public street and infrastructure <br />improvements located on approximately 55.4 acres; and designating an <br />approximately 5.22 - acre area for a future senior care facility, as flied under Case <br />PUD-99-03. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmember - Ayala, Dcm~is, and Michelotti <br />NOES: Mayor Tarvet <br />ABSENT: Councilmember Pico <br />ABSTAIN: None <br /> <br /> Ms. Dennis indicated she had reviewed the visual analysis. She completely <br />m~derstood the concerns about Moller Ranch. The geotechnical studies have had a peer <br />review and she w-as comfortable with the findings. She asked how many trees would be <br />removed. <br /> <br /> Mr. Swift said there were none to be removed with the initial approval.
