Phil Braga, 9237 Klemetson Drive, indicated his lot is adjacent to the Kolb <br />dcvelopment. He indicated all his concerns have been addressed and he supported the <br />application. His main concern had been the private driveway that ran next to the eastern <br />side of his lot. The Kolbs are granting him ten feet along his lot and will install <br />landscaping to buffer the view of cars driving there. <br /> <br />There being no further speakers, the public hearing was closed. <br /> <br />Ms. Ayala asked staff to address the issues raised by Margaret Tmcy. <br /> <br /> Mr. Swirl indicated all the issues raised by Mrs. Tracy had been addressed in the <br />negative declaration and the initial study. The visibility has been analyzed extensively. <br />Geotechnical reports have been prepared lbr the upper area as well as for the lower area. <br />Mrs. Tracy is not correct about the location of the Calaveras Fault special study area. <br />The geotechnical report indicated the existing Kolb residence site is suitable for the <br />assisted living lhcility. There is a fire hazard reduction plan and it is incorporated in the <br />design of landscaping and street layout. Most houses are away frown the top of slope and <br />where existing tree cover ceases at the top of the hill, there is a road between there and <br />the houses. There are only a few lots on the outside edge of the road and there is a <br />requirement that a fire maintenance buffer area be installed. The landslide issues are <br />addressed in the geotechnical report. There are steep slopes, but no houses are proposed <br />to be built anywhere near them. IIe felt all her issues were reviewed by staff. This is a <br />very small project and does not require an EIR. It is finishing off the edge of the ProsIcy <br />project at the top of the hill. Future issues regarding the assisted living facility will be <br />reviewed by an initial study for that property. <br /> <br /> Ms. Michelotti retbrred to the open fencing and believed one of the beauties of the <br />plan is the effort to preserve and maintain open space. She referred to the areas where the <br />new homes would be the same height as those in The Preserve and asked if that would <br />require grading that could cause the loss of any trees. <br /> <br /> Mr. Swift said all the bnilding pads are lower than The Preserve lots. The berm to <br />screen Lot 7 will reach the level of the 'adjoining Presley property, but the building site is <br />twelve feet lower than the mp of the berm. <br /> <br /> Ms. Michelotti asked about the Fading for the future Kolb house near the existing <br />Sirore house. <br /> <br /> Mr. Swift said there would be no grading where the Strom house currently sits. <br />The two lots south of that are custom and will have separate grading plans. They are not <br />part of the snbdivision plan.
