Ms. Michelotti asked him to verify that the statcments of Mr. McKeehan <br />regarding the mitigation issues and the timing were accurate. <br /> <br /> Mr. Sproul indicated recommendations are made to Signature using LSA's best <br />professional judgment on maintenance and Signature has taken care of the items. <br />Funding has never been an issue. Almost all the recommendations have been completed. <br />There are issues regarding the Foley Pond, Pond 8, and Pond A which are still in process <br />and would be corrected this year. <br /> <br /> Mayor Tarver asked if the comments of Ms. Lutz were accurate. <br /> <br /> Mr. Sproul said they were not accurate. Any recommendations for repair were <br />accomplished and a repair was made at the Foley Pond. For ~vhatever reason, someone <br />made changes to the pond and created a new problem. <br /> <br /> Ms. Dennis asked him to address the comments about the viability of the habitat, <br />what species have been found, and why they are declining. <br /> <br /> Mr. Sproul said the statement about declining populations catmot be defended. <br />The numbers fluctuate on a year to year basis and that is normal in natural populations. <br />This year appears to be a very good year for tiger salamanders. Every pond has breeding <br />salamanders. The viability is very good. The plan was not ennstmcted around red legged <br />frogs. Nothing was required for red legged frogs by any of the agencies. By coincidence <br />some work done by Signature at the Detjen pond has proven to be extremely beneficial to <br />red legged frogs. In the beginning there were very few red legged frogs in that pond and <br />a very large population of bull frogs. Most bull frogs and all larger predatory fish have <br />been removed and there are now over 160 red legged frog adults in the area. He was <br />surprised the Mr. Sanchez was not familiar with this situation because his staff has been <br />to Detjen pond to hear the red legged frogs. <br /> <br />Ms. Ayala asked if Mr. Sproul would meet with Ms. Lutz to review this. <br /> <br />Mr. Sproul indicated that if Signature Properties authorized it, he would meet with <br /> <br />her. <br /> <br /> Mr. MeKeehan indicated he would be happy to have Mr. Sproul meet with the <br />Land Trust, not just Ms. Lutz. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, to approve the <br />final map and improvement plans for Tract 7156; to authorize execution of the <br />Subdivision Agreement by the City Manager; and to accept all parcels of land and <br />easements as offered for dedication. <br /> <br /> Ms. Dennis encouraged Ms. Ayala to go through the process she had in order to <br />get all the information she required and to be assured that the work would be done.
