convinced the people will be totally confused. She was not in favor of competing <br />initiatives because it confuses the public. <br /> <br /> Mayor Tarver referred to a past Council putting on the ballot a competing <br />initiative to a citizens' initiative and he finds that offensive and inappropriate. He will <br />oppose competing initiatives wherever they occur. There is a process for an initiative and <br />if people do the work, then they get on the ballot. <br /> <br /> Ms. Michelotti indicated the Tri-Valley Vision process has tried for the first time <br />to get an overlay of what the general plans for each area is and reflect that with a regional <br />plan. Council just complained about ABAG dictating to the cities as to how many <br />numbers have to be met. The Vision process has taken the initiative to do regional <br />planning across city and county lines and involves seven jurisdictions. It has been <br />consensus building, including the Sierra Club, farmers and everyone else. There has been <br />one presentation on the Vision plan and she felt this is a positive thing. She hoped <br />Council could separate these issues and support the Vision process. This is an example <br />of a region taking control of its destiny rather than having mandates forced upon it. <br /> <br /> Ms. Dennis felt Mayor Tarver had the wrong impression of what this is. If <br />agriculture is going to be put out of business in Alameda County, people should have a <br />choice about it. She did not think the drafters of the Sierra Club initiative had any idea <br />what they were doing to the agriculturalists or what they were doing to the City of <br />Pleasanton if the initiative passes. She believed those issues need to be discussed in this <br />forum and that is why she supported Mr. Pico's suggestion to have the staff analyze the <br />measure. Because of the impact on agriculture, she supports the desires of the <br />communities around the City of Pleasanton and believed Council should consider <br />supporting the Vision project instead. She did not think the people in Alameda County <br />want agricultural uses to cease and she felt there was a danger of that happening. <br /> <br /> Ms. Ayala felt all these debates can take place before the election and people can <br />make their choice. She was certain they will be confused. Ms. Ayala referred to the item <br />on the priorities list about transportation and schools and reminded everyone of the <br />workshop with the Livemore Amador Valley Transit Authority on Thursday, May 18, <br />2000. School Board members, superintendents, PTA chairs, representatives of teachers' <br />unions, key staff members, Councilmembers, etc. are invited to the workshop.
