in getting affordable housing. She referred to the achievements in senior housing. She <br />reiterated the constraints to the city by the urban growth boundary and its own <br />limitations. She felt addressing this at a regional level is important. <br /> <br /> Mayor Tarver indicated he had been upset when the federal government took <br />Pleasanton out of the "difficult to develop" area for affordable housing. That denied the <br />city federal funding that would have helped build affordable housing. He did not think <br />the federal and state govemments were doing what is necessary to provide incentives and <br />assistance that local governments need to solve the problem. <br /> <br /> Ms. Ayala felt this issue could be brought to the attention of state officials when <br />the local Councilmembers go to Sacramento in May. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6g <br />Am~roval of City Council Priorities for 2000-2001. (SR 00:096) <br /> <br />Deborah Acosta presented the staff report. <br /> <br /> Ms. Michelotti asked how much staff time would be required to review both the <br />Sierra Club initiative and the Vision 2010 initiative. <br /> <br /> Ms. Acosta believed it would be about 45 to 60 days. Staff tries to include every <br />pro and con on the issue and to make certain the analysis is written as neutrally as <br />possible. <br /> <br /> Ms. Ayala was concerned about the time it would take on this issue and was <br />uncomfortable that staff was being put in the middle of a political debate. Because these <br />are countywide issues, she felt the County should do the analysis. <br /> <br /> Mayor Tarver believed the Tri-Valley Business Council, all the City Councils, the <br />County, and any other entities should all analyze this and get as much information as <br />possible out about the campaign and the two competing initiatives. He did not feel the <br />Pleasanton City Council or staff should be involved in something like this. It will be <br />decided in an election if enough signatures are collected and if the Board of Supervisors <br />decide to put the measure on the ballot. He did not understand why Pleasanton staff <br />should take the time to get involved in the issue. <br /> <br /> Mr. Pico believed there was a need to analyze these issues and determine the <br />impact on Pleasanton residents.
