It was moved by Ms. Dennis, seconded by Ms. Ayala, to adopt Resolution No. <br />00-041, approving the allocation of federal and city funds relative to the Community <br />Development Block Grant (CDBG) Program for fiscal years 2000, 2001, and 2002. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Councilmember Pico <br /> <br />Item 6f <br />Review of ABAG 1999-2006 Regional Housing Needs Determination. (SR 00:090) <br /> <br />Brian Swift presented the staff report. <br /> <br /> Ms. Dennis referred to the request to ABAG to consider the region as a whole and <br />asked if how the housing could be provided if an allocation is not assigned on a city by <br />city basis. <br /> <br /> Mr. Swift said the numbers could be assigned regionally and the region could <br />allocate the units. For instance in the Tri-Valley area, the general plans of the various <br />cities mesh fairly well in terms of jobs/housing balance and projected growth. He did not <br />think it would be difficult to use the Tri-Valley Council and various other agencies to <br />review the issues on a subregional basis and find more practical solutions than that <br />suggested by ABAG. <br /> <br /> Ms. Dennis felt ABAG would reject the suggestion if it did not see the possibility <br />of cooperation among the cities. She agreed with most of the content of the draft letter, <br />however she was concemed about the statement questioning the ability of the city to <br />provide the necessary infrastructure to handle the growth suggested by ABAG. <br /> <br /> Mr. Swift indicated that statement referred to what is required within the existing <br />city limits. If the city tried to achieve the ABAG requirements within the existing city <br />limits rather than within the sphere of influence, there would be infrastructure constraints. <br />There is not enough vacant land to meet those goals and it would require substantial <br />redevelopment, including new sewer lines, water lines, new parks, etc. <br /> <br /> Ms. Dennis was impressed about the statements in the staff report about the good <br />job the city has done so far. She would like to provide more very low income housing. <br /> <br /> Ms. Michelotti agreed there would be a problem achieving the ABAG goals <br />within the city limits. <br /> <br />There were no speakers on this item. <br /> <br />Pleasanton City Council 10 04/18/00 <br />Minutes <br /> <br /> <br />
