Item 6c <br />RZ-99-01, City of Pleasanton <br />Annlication to amend (1) Chanter 18.78 of the Pleasanton Municinal Code, the West <br />Foothill Road Corridor Overlay District~ (2) Chanter 18.08, Definitions: and (3) the <br />West Foothill Road Corridor Desilln Guidelines. (SR 00:075) <br /> <br />Brian Swift presented the staff report. <br /> <br />Mayor Tarver asked if staff could prevent excessive grading of a lot. <br /> <br />Mr. Swift said yes. <br /> <br /> Mayor Tarver referred to the requirements for clustering homes and asked for <br />further explanation of the removal of the requirement of 100 feet of open space between <br />development areas. <br /> <br /> Mr. Swift said the 100 feet of natural open space is a good requirement for view <br />corridor from Foothill Road as it runs up tie ridge. That is retained. The question is <br />whether to have 100 feet of natural open space perpendicular to Foottill Road <br />intersecting tie otter areas and whetier roads or emergency vehicle access ways would <br />be allowed. As currently written, tiere would be no way to allow access. He did not <br />think that is what the Planning Commission intended. It wanted to limit tie size of a <br />cluster and felt five homes was reasonable. Ten homes were too many to be called a <br />cluster. Mr. Swift did not believe the cluster concept would be lost. Staff felt it was <br />unworkable to keep the 100 foot requirement throughout the whole area. The 100 foot <br />corridor from Foottill Road running up tie ridge is retained. <br /> <br /> Ms. Michelotti believed the original idea for clusters was to have open space <br />between the home clusters. <br /> <br /> Mr. Swift said the original overlay ordinance only applied to the first tier of lots <br />and did not require natural open space. It only stated houses had to be separated by a <br />certain distance and roads were allowed in those distances. These proposed rules change <br />that by making tie distance between houses natural open space. <br /> <br /> Ms. Michelotti felt the original idea was to have separation on tier one but not <br />further up the hill. <br /> <br />Mr. Swift continued witi tie staff report. <br /> <br /> Ms. Michelotti asked for clarification of lots highly visible from Foothill Road or <br />areas east of Foothill Road and asked if tiat refers to visibility of areas east of Foothill <br />Road and not tiat tie statute applies to anything on the east side of Foothill Road. <br /> <br /> Mr. Swift said the overlay district only applies to areas west of Foothill Road. <br />Currently it applies to areas between Foothill Road and tie area up to 670 foot elevation, <br /> <br />Pleasanton City Council 17 04/04/00 <br />Minutes <br /> <br /> <br />
