Ms. Michelotti asked if four of the six lanes on Sunol are to be used as
deceleration or turning lane?

Mr. Korve said yes and described traffic movements.

Mayor Tarver asked if a traffic study had been done and how many trips currently
come from this site.

Mr. Korve said TJKM prepared the traffic study and there are 140 trips during
peak hours because the facility is not being used very much.

Ms. Ayala inquired about the connection of Valley Avenue at Sycamore.

Mr. Swift indicated the Valley connection at Sycamore was the result of land
planning done on the proposed San Francisco project on the Bernal Avenue property.
Studies had indicated the connection would work either at Sycamore or Junipero.

Rick Valente, 5079 Haven Place, #307, Dublin, representing United Steel
Workers of America, indicated there is a shortage of affordable housing in the Tri-Valley
area. He ret~rred to a recent study by the National Low Income Housing Coalition that
stated families earning minimum wage cannot afford an apartment in any major city. He
supported including a mix of low to moderate aflbrdable housing on this site. He
presented a letter signed by Judy Gough from the Central Labor Council supporting
aftbrdable housing on the Kaiser property. He asked Council to reject the appeal of
Kaiser and consider a mixed use project with housing, light industrial, office and open
space.

Larry Bartelson, 675 Hamilton Way, supported the project with no residential use.
He believed the main concern was traffic and condition 6 provided solutions. However,
he felt condition 7 was questionable. He believed a single user with a single construction
phase would be ideal for the project but admitted multiple users and construction phases
were likely. He wanted condition 7 to be amended to require that Sunol Boulevard
improvements would be completed along with and no later than the second phase of
construction.

Mert Van Dreser, 40 Castledown Road, believed that residential construction on
this site would be a mistake. There are no homes on the west side of Sunol Boulevard
from 1-680 to downtown Pleasanton. He felt that was good planning. Housing on the
Kaiser site would be surrounded by 1-680 and Sunol Boulevard and industrial buildings.
That is not a good environment for children and would present safety problems for the
residents and security and liability problems for the corporate operations on the site. lqe
urged Council to consider the plan with no homes of any kind.

Robert Cordtz, 262 West Angela, supported the project. He said thousands of
hours and millions of dollars have been spent on the General Plan. Housing was rejected
on this site by a vote of 18 to 2. He believed it was inappropriate for the Planning

Pleasanton City Council 6 03/21/00
Minutes
