and did not understand that the City had unilateral authority regarding whether the vote <br />would occur. <br /> <br /> Mr. Roush indicated the condition stated the PUD and other development <br />entitlements for several projects in the Happy Valley area were conditioned upon a <br />positive annexation vote. The idea was that for the vote to occur earlier, but there is <br />nothing in the condition or agreement that precludes Council from moving the election <br />date. If the election occurred now, it is quite possible it would fail because there is no <br />guarantee of a golf course.
