The Task Force preferred that the
ballot language had contained the restriction on use of the proceeds. Staff has indicated
the restrictions could be taken care of by the Council adopting a resolution, by the bond
documents containing the restrictive language, and when voters approve the land use
plan, the language could be on that ballot measure.

Ms. Acosta believed the Task Force wanted to make sure the proceeds were used
for public facilities or to retire the debt. Staff suggested that if there were any surpluses
from the bond sales, that the funds could also be used for public facilities adjacent to the
site as long as the voters approved it.

Pleasanton City Council 5 02/15/00
Minutes
