He asked Council to assist the property <br />owners in getting their issues taken care of. <br /> <br /> Pat Costanza, Greenbriar Homes, indicated that some of the issues on the Keane <br />property were being taken care of and others raised by Mr. Keane are new. With the <br />recent rains, the infrastructure is being tested and there are areas with problems that will <br />be addressed. He referred to the Bach letter presented and indicated he had not seen any <br />correspondence from the Bachs. He stated Greenbriar has been working diligently to <br />accommodate the concerns of the property owners and would continue to do so. He <br />asked Council to approve the growth management reallocation and committed to working <br />out the problems with the neighbors. <br /> <br /> Darrell Bolognesi, Braddock & Logan, 4155 Blackhawk Plaza Circle, Suite 201, <br />indicated his company is the new purchaser of the Castlewood Heights project. He stated <br />the project is ready to continue and has all the necessary permits for the Army Corps of <br />Engineers, Regional Water Quality Control Board, and Fish and Game. He asked <br />Council to allow them to proceed. <br /> <br />There were no further speakers. <br /> <br />Ms. Michelotti inquired about the Land Project. <br /> <br /> Mr. Swift indicated the Planning Commission wanted Council to be aware the <br />Lund project is coming forward for review. It is jointly owned by Greenbriar and Black <br />Mountain Development. A preliminary plan has been presented for staff review and it is <br />unclear when it will come forward for Planning Commission and Council review. <br />Because it is not an approved project, it does not appear on the Tables of approved <br />projects or future building. It is in the staff report only as a potential future project. The <br />point being made was that if all potential projects were approved, there would be no room <br />in 2001 or 2002 to include the Lund property. Staff agrees, but those projects have not <br />been approved and it is unknown when they will be asking for growth management <br />allocation. Council will review all this annually. <br /> <br /> Ms. Ayala asked if there were a way for Council to impose conditions to resolve <br />the neighbors' problems with Greenbriar. <br /> <br /> Mr. Swift stated that all construction has been reviewed by the Public Works <br />Department. Some of the issues on private property may not have been reviewed, but the <br />crews are on site continuously as well as the Planning staff. If Council is trying to give <br />some impetus to Greenbriar to complete certain items, Council could add a condition that <br />none of the 49 permits allocated for 2000 could be issued until these items were taken <br />care of. <br /> <br /> Ms. Ayala felt that Greenbriar should take care of the existing residents before the <br />new residents move in. <br /> <br />Pleasanton City Council 22 02/15/00 <br />Minutes <br /> <br /> <br />
