Matt Morrison, 5581 Sonoma Drive, indicated that after San Francisco completed
the study regarding radionuclides, all the consultants agreed the site is not hazardous for
its current use and there were no concerns about contamination on the majority of the
property. Future testing would be done for any changed use. He was concemed whether
the wording of the PUD would be adequate to require that testing. He stated he had
received a call from a staff member from the California Department of Health Services
investigative branch which indicated it had received a grant to review contaminated
sewage sludge in Livermore and would include the Pleasanton site in that project. He
was comfortable that would meet the conditions on the San Francisco PUD and address
his concems, so he supported certification of the EIR. He also encouraged citizens to
vote yes on Measure I.

There were no other speakers.

It was moved by Ms. Ayala, seconded by Mr. Pico, to adopt Resolution No.
00-013, approving the final environmental impact report prepared for the San
Francisco Water Department Bernal Property project.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: Cotmcilmember Dennis
ABSTAIN: None

Item 6e
1999 Growth Manag, ement Reoort and Reouests for Reallocations from Greenbriar
Homes {Bridle Creek), Trident Associates {Castlewood Estates). and Black
Mountain Development (Carria~,e Gardens). (SR 00:049)

Brian Swift presented the staff report.

Mayor Tarver pointed out that when the Council subcommittee met to consider
Growth Management, them were no new 1999 requests for allocation.

Mr. Swirl said that was correct. There were three requests for reallocation from
1998 to 2000, which would happen automatically under the ordinance if there were major
project allocations available in 2000.

Ms. Michelotti asked for clarification regarding the draft ordinance amending the
Growth Management program.

Mr. Swift explained the only change is to allow the Planning Commission to
review the Growth Management Report, which Council had directed staff to process.

Mayor Tarver thought the existing ordinance included a 350 unit per year limit.

Pleasanton City Council 20 02/15/00
Minutes
