The roll call vote was as follows:
AYES: Councilmembers - Ayala, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: Councilmember Dennis
ABSTAIN: None

Ms. Michelotti again encouraged people to educate themselves on this issue and
to review their individual lax bills.

Mayor Tarver also reflected on how much this would cost him personally. He
urged staff to respond to the Chamber concerns. He was especially concerned about the
public perception of the cost issue. Staff cannot say how much the public facilities will
cost and where the funding will be found because there is no firm plan. There will be no
infrastructure costs until the voters approve a plan. He believed the biggest cost will be
the impact on the quality of life if the property is privately developed. He referred to Mr.
Pico's comparison to the cost of a postage stamp and he equated that for a gallon of gas a
week he could pay for the property instead of having 1,900 homes and 19,000 car trips
per day clogging up the roads he has to travel. There will be a process for the community
to decide the facilities, the infrastructure, and financing. It bothered him that people are
using the fact that staff doesn't have all the answers as the reason to vote against
purchasing 430 acres of land in downtown Pleasanton at bargain prices for the
commtmity. This is a once in a lifetime opportunity. He encouraged people to pay a
reasonable price for this property, allow a reasonable amotmt of development to get the
balance of the purchase price and do something good for the City.

Ms. Michelotti believed the question was how the City would build the facilities -
the sports park, golf course, or whatever - and whether it would come back to the voters.

Ms. Acosta explained that there is an income stream, but it is not going to happen
over night.

Item 6d
Consider certification of the Final EIR for the San Francisco Water Denartment
Bernal Avenue Pronertv (SR 00:046)

Brian Swift presented the staff report.

Mr. Pico asked if the staff recommendation included the Planning Commission
recommendations.

Mr. Swift said the Planning Commission recommended certification of the EIR.
Any other recommendations would be considered at the time a project went through the
review process.

Pleasanton City Council 19 02/15/00
Minutes
