The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Pico, and Mayor Tarver <br />NOES: Councilmember Pico on Items 4i and 4k; Mayor Tarver on Items 4i, 4j, <br /> and 4k; Councilmember Ayala on Item 4j. <br />ABSENT: Councilmember Michelotti <br />ABSTAIN: None <br /> <br /> The City Clerk administered the Oath of Office to the newly appointed <br />Commissioners: <br /> <br /> Mayor Tarver presented plaques to the Commissioners who were leaving office <br />and expressed his appreciation for their service to the City. <br /> <br />5. MEETING OPEN TO THE PUBLIC <br /> <br /> Ray Olivm 3109 Camdon Court, noted the number of police officers and <br />firefighters present at the meeting tonight. He expressed his appreciation for their service <br />to the City and felt Pleasanton had the finest officers in the Bay Area, He stated he had <br />come to a City Council meeting about a month ago with concerns about the condition of <br />streets in his neighborhood. He complimented Mr. Lum and Mr. Higdon for their prompt <br />response and stated the streets have now been repaired to his satisfaction. He then <br />expressed his dismay at the water and sewer rates and felt citizens were paying higher <br />rates because of all the new development. He believed the unit cost for water for <br />businesses was disproportional to that paid by residents. He felt the homeowners were <br />subsidizing businesses. He asked for an explanation. <br /> <br /> Mayor Tarver explained that sewer rate increases are a direct result of the <br />necessity for rehabilitation of a collapsing pipeline. The City separates expansion costs <br />from maintenance costs and the residents do not pay for expansion costs. In addition. <br />part of the rates are designated for a replacement fund for future needs. <br /> <br /> Mr. Lum acknowledged there have been increases in water and sewer costs over <br />the years. He explained part of that was due to the increased costs for water supplies <br />from Zone 7. Most recent sewer increases were due to the need to repair the discharge <br />pipeline. There are different funds for user fees and development fees. The user fees are <br />for repair, replacement and operation of the water and sewer systems. Some increases <br />were due to establishment of replacement funds. City operation costs for water and <br />sewer have been near or lower than inflation. Development fees are used for expansion <br />of the systems and are kept separately. Each customer class. whether commercial or <br />residential, is based on the cost of service to those classes. Staff works very hard to make <br />sure one class does not subsidize another. He indicated he would be happy to talk to Mr. <br />Oliva further. <br /> <br /> Bruce Lymburu, 50 Wyngaard Avenue, Piedmont. representing the City and <br />County of San Francisco. indicated the main purpose of the Planning Commission <br />meeting on October 7 is to distribute information on a public health issue regarding the <br /> <br /> 4 10/05/99 <br />Pleasanton City Council <br />Minutes <br /> <br /> <br />
