The roll call vote was as follows: AYES: Councilmembers - Ayala, Dennis, Pico, and Mayor Tarver NOES: Councilmember Pico on Items 4i and 4k; Mayor Tarver on Items 4i, 4j, and 4k; Councilmember Ayala on Item 4j. ABSENT: Councilmember Michelotti ABSTAIN: None The City Clerk administered the Oath of Office to the newly appointed Commissioners: Mayor Tarver presented plaques to the Commissioners who were leaving office and expressed his appreciation for their service to the City. 5. MEETING OPEN TO THE PUBLIC Ray Olivm 3109 Camdon Court, noted the number of police officers and firefighters present at the meeting tonight. He expressed his appreciation for their service to the City and felt Pleasanton had the finest officers in the Bay Area, He stated he had come to a City Council meeting about a month ago with concerns about the condition of streets in his neighborhood. He complimented Mr. Lum and Mr. Higdon for their prompt response and stated the streets have now been repaired to his satisfaction. He then expressed his dismay at the water and sewer rates and felt citizens were paying higher rates because of all the new development. He believed the unit cost for water for businesses was disproportional to that paid by residents. He felt the homeowners were subsidizing businesses. He asked for an explanation. Mayor Tarver explained that sewer rate increases are a direct result of the necessity for rehabilitation of a collapsing pipeline. The City separates expansion costs from maintenance costs and the residents do not pay for expansion costs. In addition. part of the rates are designated for a replacement fund for future needs. Mr. Lum acknowledged there have been increases in water and sewer costs over the years. He explained part of that was due to the increased costs for water supplies from Zone 7. Most recent sewer increases were due to the need to repair the discharge pipeline. There are different funds for user fees and development fees. The user fees are for repair, replacement and operation of the water and sewer systems. Some increases were due to establishment of replacement funds. City operation costs for water and sewer have been near or lower than inflation. Development fees are used for expansion of the systems and are kept separately. Each customer class. whether commercial or residential, is based on the cost of service to those classes. Staff works very hard to make sure one class does not subsidize another. He indicated he would be happy to talk to Mr. Oliva further. Bruce Lymburu, 50 Wyngaard Avenue, Piedmont. representing the City and County of San Francisco. indicated the main purpose of the Planning Commission meeting on October 7 is to distribute information on a public health issue regarding the 4 10/05/99 Pleasanton City Council Minutes
