Ms. Acosta said Council has always had the San Francisco matters on a separate
meeting. The issue will either be consideration of the appeal concerning the EIR or it
will be an introduction to the project which would take two to two and a half hours.

Ms. Dennis clarified that this was an opportunity to take public testimony, but is
not a final decision by Council.

Ms. Acosta agreed. It could be added to the agenda for the 26th and staff would
move as many other items off that agenda as possible.

Ms. Ayala asked why Council would want to hear the largest development project
in the history of Pleasanton on the eve of the CAPP election.

Mr. Pico felt part of the answer was to be able to meet the deadlines to have a
ballot measure for the March election. He did not think that could happen if the hearings
don't happen soon.

Mr. Tarver felt more special meetings would be necessary in November as well.

Ms. Ayala asked about the agenda item that discussed meetings in November and
December. She wanted that back on the agenda for decision.

It was moved by Mayor Tarver, seconded by Ms. Ayala, that there be no
meeting on October 21 regarding the San Francisco issues.

The roll call Vote was as follows:
AYES: Councilmembers - Ayala, Pico, and Mayor Iarver
NOES: Councilmember Dennis
ABSENT: Councilmember Michelotti
ABSTAIN: None

Mayor Tarver referred to the staff report regarding November meetings. He
preferred to have the two November meetings on November 2 and November 9, then take
a break until the first meeting in December, and then nothing until January.

Mr. Roush inquired about which meeting would be used to consider the San
Francisco issues.

Mayor Tarver would like staff to talk to the San Francisco representatives. He did
not believe it was in anyone's best interest to schedule meetings between Thanksgiving
and Christmas on the biggest project in Pleasanton. That is not good public relations.
San Francisco should wait for the November election and then Council can move on with
its project. Who is rurming this City, San Francisco or the City Council?

Ms. Acosta asked if the San Francisco issues were being moved from 10/21 to
10/26?

20 10/05/99

Pleasanton City Council
Minutes
