Ms. Dennis asked to have a copy of the report sent to Carl Pretzel. who brought <br />this up at a previous Council meeting. She wanted to encourage citizen involvement. <br /> <br /> Mr. Tarver also wanted to distribute the report to the Legislative representatives <br />to inform them of the issues as well as to the State Board of Equalization and Johan <br />Kles. <br /> <br /> Ms. Acosta also felt it would be useful for the local Chambers of Commerce to <br />take a position on this issue, <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Ayala, to approve the staff <br />recommendation to send a letter of protest to the State Controller. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis. MATTERS INITIATED BY COUNCIL <br /> <br /> Mr. Pico announced that he has been appointed the Vice Chair of the Alameda <br />County Congestion Management Agency (CMA). The CMA is divided into four areas <br />and Livermore, Pleasanton and Dublin is Area 4. There is a special Area 4 meeting <br />called for Thursday, October 7th, 11:00 a.m., in Oakland. This is a joint meeting with <br />Area 3 (Fremont) and Area 4 to discuss funding operational costs of the third train for the <br />Altamont Commuter Express (ACE). The capital improvements have been funded, but <br />there is no money for operating expenses. CMA is suggesting that Areas 3 and 4 <br />reallocate $7 million from previously allocated projects. Area 3 wants the allocation to <br />be based on ridership rather than an equal share of the expenses. The money must come <br />from BART, freeway improvements, etc. in the next two to three years. The operating <br />money projected to fund the ACE train is pan of the Measure B reauthorization, which <br />has been delayed and may not be voted on for some time. There is a need to cover the <br />operating shortfall in the meantime. Mr. Pico wanted to make Council aware of these <br />discussions. No final decision can be made until more information is available regarding <br />the reallocation or the method to determine the percentage of participation. <br /> <br /> Mayor Tarver agreed more information was necessary. He still wants to pursue <br />the West Dublin BARI station. He has heard $15 million is being spent on enlarging the <br />East Dublin BART parking lot. He feels the focus is being lost from the West Dublin <br />station and the recommendations of the environmental document. He would like more <br />information on these expenditures. He remembers discussions about BART coming to <br />the Valley and the alternatives to BART that were proposed. He still would like to <br />review less expensive alternatives than extending BART at $50 million per mile.
