The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, and Pico <br />NOES: Mayor Tarver <br />ABSENT: Councilmember Michelotti <br />ABSTAIN: None <br /> <br /> Mayor Tarver appreciated the attempts to provide equity. However, he felt if we <br />were really dealing with equity, all the other fees would be doubled. He referred to <br />residential units and if one assumes two people in the household going to work or school, <br />the calculation would be $380 per peak hour trip vs. what is being charged for other uses <br />and industrial/commercial. His basic point is that not enough fees are being collected to <br />pay for the improvements for the capacity required. <br /> <br />Item 6e <br />Review of State Controller's Pronosed Constitutional Amendment to revise the <br />Sales Tax Allocation Formula. (SR:99:292) <br /> <br />Susan Rossi presented the staff report. <br /> <br />Ms. Dennis inquired about the membership of the Task Force. <br /> <br /> Ms. Acosta replied it was a collection of business people and members of the <br />Legislature. A list could be supplied. <br /> <br /> Ms. Dennis disagreed with the suggestion of recovering funds from the counties <br />and did not believe that would work. She suggested sending the City's objections to <br />representatives on the State Board of Equalization or other officials, in addition to the <br />State Controller. She referred to the desire to encourage balanced planning and asked if <br />there were suggestions other than returning ERAF funds. <br /> <br /> Ms. Acosta said the League of California Cities had proposed a jobs credit bill <br />that would give a business tax credit for hiring workers from within the community. The <br />Central Valley strongly opposed that because there were more workers than jobs in the <br />area. <br /> <br /> Mayor Tarver said them was also aproposal for an income tax process. If people <br />work and live in the same community there is less impact. That is extremely difficult to <br />accomplish. He appreciated the analysis very much and said the report was very <br />thorough. It states an appreciation for the Controller's attempt, but there needs to be a <br />comprehensive solution and a balance of all of it. The League is work on constitutional <br />revisions, but that is the big fix that needs to be made rather than tinkering with pieces of <br />it. <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />15 10/05/99 <br /> <br /> <br />
