Mr. Swift said there still needs to be approval of a comprehensive sign program;
the PUD just does not allow signage at the second floor elevation of the building. The
second floor tenant will have to be accommodated within that program. There was a sign
program submitted that included this second floor sign. Until the PUD minor
modification was acted upon, staff did not want to submit the remainder of the sign
program.

Ms. Dennis asked the applicant to show sensitivity that this building is a focal
point. She felt a second floor sign in the proposed location was inappropriate. She
suggested moving it to another portion of the building that would be more acceptable.

Mr. Swirl indicated that if Council would consider a second floor sign in a
different location, it should approve the minor modification. If it is denied, there will be
no second floor sign anywhere on the building.

Mayor Tarver believed that a sign letting people know where the building is does
not do much good facing the Fairgrounds parking lot. It should be on the Bemal Avenue
side of the building.

Ms. Shoemaker said having a name on the building means something to the
company. There is a lot of competition and the sign is more than just identifying where it
is.

Ms. Ayala did not support second story signs and felt Ms. Dennis' points were
well-taken. She has received many comments from the community on this building and
she felt it has gone far enough.

It was moved by Ms. Ayala, seconded by Mr Pico, to deny the application for
a minor modification, PUD-89-14-1D-3M, to approve the installation of one second-
story sign on the facade of the new office building at 4000 Pleasanton Avenue.

The roll call vote was as follows:
AYES: Councilmembers- Ayala, Dennis. Pico, and Mayor Tarver
NOES: None
ABSENT: Councilmember Michelotti
ABSTAIN: None

There was a break at 9:10 p.m.

The meeting reconvened at 9:16 p.m.

Pleasanton City Council
Minutes

13

10/05/99
