Ms. Michelotti commended Mr. Blake for working with staff on the design. She
welcomed the addition of this center to the Wal-Mart site. One or her main concerns had been
that Wal-Mart was a big block and there were design issues that had to be worked out. She
complimented Mr. Blake on the design of his project.

Mr. Pico expressed concern about the visual concern about the back of this building and
how it looked from the freeway. The modifications previously made are a good step to solve
problems. He requested further changes to the recessed areas under the arch where the sign is,
perhaps a different texture or something that makes it look more like the front of the building.
He urged Mr. Blake to work with staff to present more design options.

Mr. Blake indicated the back of the building cannot look like a storefront and there will
be no doors to invite customers. He understood!the need to break up the visual look. He
suggested changes to material texture and color and stawxt he would be happy to work with the
staff. He stressed the importance of proceeding with the project in order to have tenants in
operation by next year.

Mr. Tarver requested more landscaping under the sign and Ms. Dennis agreed.

Mr. Pico indicated he would be comfortable approving the project and directing staff to
work with Spieker Properties to solve the problem.

With regard to landscaping, Mr. Blake indicated there is not much room for landscaping,
however a few parking spaces could be removed to allow for tree wells. He was concerned
about losing visibility by planting trees.

Mr. Tarver did not require trees; shrubs would be sufficient.

It was moved by Ms. Dennis, seconded by Ms. Michelotti, to adopt Resolution No.
94-145, approving the staff recommendation for development plan to construct a retail center
consisting of one main building of 152,800 sq. ft. and two pad buildings totalling 31,590 sq. ft.
on an approxin~a~ely 17-acre site located at 4301 Rosewood Drive, with the unders~ding that
staff will work with the applicant to modify the area beneath the sign in the rear of the building
and the cornice.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelo~ti, Pico, and Mayor Tarvet
NOES: None
ABSENT: Councilmember Mohr
ABSTAIN: None

12/06/94
- 19 -
