Mr. Swift indicated the County does not yet have a draft EIR, specific plan, development <br />agreement, or subdivision plan. <br /> <br /> Mr. Tarver wanted to be sure the EIR was done expeditiously so the process was not <br />delayed beyond County action. He requested the County and San Francisco District to work <br />with Ple~anton to avoid all this duplication of effort and resources. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, to direct staff to prepare a <br />program Environmental Impact Report (EIR) for the proposed prezoning and annexation, with <br />the EIR to be expanded to cover any general plan amendment necessary for the property should <br />the Council need to initiate a general plan amendment subsequent to reviewing the General Plan <br />Steering Committee's recommendations, and to defer any action on the annexation application. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Mohr <br />ABSTAIN: None <br /> <br />Item 7d <br />PUD-85-8-7D. (SR 94:389) <br /> <br />Brian Swift presented the staff report. <br /> <br />Mayor Tarver declared the public heating open. <br /> <br /> Brad Blake, Spieker Properties, 4900 Hopyard Road, Suite 120, reviewed the rendering <br />of the building and changes in the rear elements to soften the visual impact. Mr. Blake <br />described the view from the freeway and expressed his beiief that this is far superior to any back <br />elevation of buildings in other areas in the East Bay. He pointed out that with tenants of this <br />type of center, there would probably taxable sales of $45-50 million a year, which would <br />provide $450-500,000 in sales tax revenue (not counting property tax revenue). He also <br />indicated this development will generate approximately 300 jobs. <br /> <br />Ms. Michelotti requested the top cornice feature to be closer to the sign element. <br /> <br /> Mr. Tarver commented on how much of the center would be wiped out by the <br />overcrossing. <br /> <br />12/06/94 <br /> - 18 - <br /> <br /> <br />
