Ms. Dennis expressed her understanding that a confidence in the School Board seems to
have been lost in the information provided by the Board. It appears to be prolonging the
arguments. She suggested to the citizens to evaluate the consequences of their requests and
gather information independently and perhaps solutions can be found. Council is trying to
respond to the requests of the citizens by requesting the School Board to delay action.

Ms. Michelotti wanted to make it clear that if an application is processed, she would
review that in light of the fights of the School Board to make its decision and the rights of the
citizens to go on with their endeavors. Ultimately she would like to see cooperation.

6. MA'ITERS CONTINUED OF DECISION

Item 6a
PUD-80-15-5D-SM. Color Tile and Carnet (SR 94:378)

Brian Swift presented the staff report.

Mr. Tarvet indicated the applicant has made some suggested changes and agreed to
modified conditions to the PUD. He referred to the prior discussions regarding the purpose and
use of the area behind the building. He believed it was to protect the residents. Mr. Tarvet
wants the condition to indicate access by city maintenance and/or emergency vehicles "only",
so that no tenant will ever use it for loading or unloading.

After discussion the condition was revised to make it clear that no tenant would have
access to the rear of the building except for emergency purposes.

It was moved by Mr. Tarver, seconded by Mr. Pico, to introduce Ordinance No. 1644,
to be read by title only, approving the application of Color Tile and Carpet for a major
modification to PUD-80-15-5D (Pleasant Village) to add 363 sq. ft. by relocating the storefront,
to add a 1,470 sq.ft. mezzanine area, to install a new tenant sign, to remove the planter, and to
include the modified conditions 2(i) as presented by staff and 2(ii) as modified by Council.

The roll call vote was as follows:
AYES: Councilmembers ~ Dennis, Michelotti, Pico and Mayor Tarver
NOES: None
ABSENT: Councilmember Mohr
ABSTAIN: None

12/06/94
- 16 -
