help accomplish that. Mr. Tarver believed that the School Board and the City Council needed
the residents to help build the kind of communi!y everyone wants. When people become
fragmented and confrontational, no one benefits. He did not support selling the property because
he felt it eliminated an option.

It was moved by Ms. Dennis, seconded by Ms. Michelotti, not to purchase the Del Prado
property for use as a park.
The roll call vote was as follows:
AYES: Councilmembers Dennis and Michek3tti
NOES: Councilmember Pico and Mayor Tarver
ABSENT: Councilmember Mohr
ABSTAIN: None

A substitute motion was made by Mr. Pico to have the City pursue acquisition of the Del
Prado property for a park, recreation, or other purpose. The motion died for lack of a second.

Ms. Michelotti indicated that everyone was here for the benefit of the children. The
School Board started a legal procedure with a 60-clay time limit. It asked the City if it wanted
to purchase the property. The City must answer: at this meeting so the School District can
pursue negotiations with the Presbyterian church. Ms. Michelotti indicated the School Board
has made its decision to sell the site and it is not C0uncil's authority to tell the Board to reverse
its decision. Ms. Michelotti was prepared to maintain the current zoning for the Del Prado site.
She was in favor of the Del Prado site for a school or public institution because of its location
between major arterials. Churches are being located in business parks because there is no place
to buy property, so the designation of public institution would be another step in the process.
She can't answer the question of why a school was not built there over the last years, but she
realizes there is growth in the Stoneridge area. She encouraged everyone to give fair evaluation
to both sides of the issue and urged further openness and cooperation among the parties.

It was moved by Mr. Tarver, seconded by Mr. Pico, to approve staff recommendation
#2 ~ to request the School District to retain the site as undeveloned open space. without cost to
me school Dismct, for the short-term and have staff continue to work cooperativeiy with the
School District to this end; and recommendation #3, to defer action on the general plan
amendment or rezoning of the property until the General Plan update process is completed unless
the School District or other property owner requests otherwise and the Council agrees at that
time initiation such action, and to direct staff to request an extension to the sixty-day period for
response to the offer of purchase so the entire Council can respond.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: Councilmember Mohr
ABSTAIN: None

12/06/94
- 15 -
