the city has a successful recycling program, Measure D requires source separation recycling.
The Board did not believe a sticker program could be justified as a separate container and it was
concerned that the sticker could fail off or would be used on inappropriate bags. She was
concerned that a mixed message was being given about source separation recycling. She urged
Council to enhance its program in the future to encourage real separation of the recyclable
products.

Mr. Tarver indicated the City of Pleasanton has a aggressive education program now
urging separation. There is also a program for the residents to do their own recycling by taking
material to the transfer station which reduces their garbage costs.

Ms. Dennis indicated her belief that many citizens already do soume separation. She also
wanted people not to think they can recycle if they don't have the appropriate bag. She felt an
additional sticker program would be low cost and would help make the-process at the transfer
station more efficient.

Mr. Pico asked if a "Visalia"'type segregated can would qualify.

Ms. Abbe thought it would.

Bert Felix, 2860 Garden Creek Court, asked if there were a finite life to Measure D.

Ms. Abbe stated the assessment is in place as long as there are landfills in Alameda
County.

Gary Schwaegerle, 189 W. Angela, asked if the program includes green waste.

Mr. Sherwood stated that staff is planning a green waste program for next year using
separate containers, probably with bi-weekly collection.

Frvd~k Brandes, 6889 Corte Sonada, ir~dicate~ his strong sut~oort of recvclin~. however
it is impor~t to realize ~here is more than one way to do things. He urged surf to continue
working to resolve the issues.

Ms. Dennis wanted to be sure staff can still explore different bags.

Ms. Scribner believed this is an example of what the public perceives is wrong with
government. Money is collected to achieve a goal and that goal can only be reached by
predetermined means. Government needs to be rrmre entrepreneurial and creative.

Mr. Tarver also agreed there needs to be more flexibility.

11/01/94
~ 13 -
