Mr. Dixon said it was funded from connection fees. In response to a question from Mr. Tarvet, Mr. Dixon explained what the increased maintenance funds would be used for. Mr, Tarver asked what mechanism Zone 7 uses to insure that growth in the future will pay for the water that Zone 7 has to go out and find. Mr. Dixon indicated connection charges had recently triplext to pay for finding new water. The increase in the state costs is not for new water but for existing levels of service. Mr. Tarver asked if Zone 7 would participate in strategic planning for the Valley and indicated there needs to be much more discussion about water allocation, cost and suppliers. Ms. Mohr asked if the Los Vaqueros Reservoir will aid Zone 7. Mr. Dixon indicated Zone 7 had decided not to be a part of that when it was being planned because of federal restrictions on using federal water as a non4ederal contractor. Those have been lifted, but the costs are very high; also the water from Los Vaqueros is already fully committed. He referred to plans to construct the Los Banos Grandes Reservoir as another off- stream storage facility. Mr. Pico asked if there were plans for another pedestrian/bicycle bridge at Hopyard and West Las Positas. Mr. Dixon indicated there are long range plans to do that, as well as two more.
