Gravel Trucks <br /> <br /> Ms. Mohr asked for an update on the gravel truck situation and related some problems <br />at Vineyard and First. <br /> <br /> Mr. Tarver requested a report on alternatives and options ti3r truck traffic if the alternate <br />routes are not available by the deadline in 1995. <br /> <br />Public Safety <br /> <br /> With regard to the newspaper article previously mentioned, Mr. Tarver requested a report <br />from the Chief of Police regarding public safety service levels. He wanted a discussion about <br />why there was a reduction in solving cases, how the department is staffed, what positions remain <br />open and why. <br /> <br />9. SPECIAL AND INFORMATION REPORTS <br /> <br />Item 9a <br />Information Report Concernins, Zone 7's Proposed Increase in the treated water rates for <br />calendar year 1995 with a presentation by Jim Dixon (SR 94:355) <br /> <br />Randall Lum presented the staff report. <br /> <br /> Jim Dixon, General Manager of Zone 7, offered to come back to Council to assist in <br />explaining why water rates will be increased to its citizens. He stated the staff report did a good <br />job in explaining the need for the increase in Zone 7's water rates. He explained that the rates <br />for water received from the State had increased 284%. Two-thirds of that is paid whether Zone <br />7 receives the water or not because it is based on entitlemerits and the other one-third is based <br />on power cost for delivering the water. In a dry year, that goes up because there is not enough <br />water to generate hydroelectric power. He clarified that all Zone 7 increases are not just related <br />to increases in water costs. He stated there are increases in personnel due to federal and state <br />testing requirements. Mr. Dixon referred to a chart attached to the staff report and explained <br />the line items. He described the equipment and facilities replacement policies and procedures. <br /> <br /> Ms. Mohr clarified that water entitlements are paid for whether the entire entitlement is <br />received or not. It is not that the City could have had water entitlements and did not take them. <br />She also asked that Zone 7 landscape the area at Bernal and Vineyard Avenue near the creek. <br /> <br /> Mr. Lure indicated landscaping will be installed in conjunction with a fluoride building <br />to be constructed there. <br /> <br />Mr. Tarver asked if the Vineyard Avenue pipeline was a new project or replacement. <br /> <br />10/18/94 <br /> - 19 - <br /> <br /> <br />
