All other conditions apply. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Mohr, Pico. and Mayor Tarvet <br />NOES: None <br />ABSENT: Councilmember Scribner <br />ABSTAIN: None <br /> <br /> There was a break at 9:55 p.m. <br /> <br /> The meeting was reconvened at 10:05 p.m. <br /> <br />Item 7c(1) <br />Semi-Annual Review and Consideration of Growth Mana~,ement Reallocations (SR 94:354) <br /> <br />Item 7b(2) <br />Pleasanton Unified School District's Request for Growth Mana~,ement Modification for <br />North Sycamore Properties (SR 94:349) <br /> <br /> Brian Swift presented the staff reports. <br /> <br /> Mr. Pico asked for clarification on the rules for custom lots. <br /> <br /> Mr. Swift explained that the current rules require a custom subdivision to complete the <br />infrastructure prior to sale of lots or issuance of building permits. Typically, custom lots are <br />sold once the final map and improvement plans are approved and building permits are issued <br />once the streets and water system is installed. That is usually prior to completion of all <br />remaining public improvements. To require all infrastructure to be completed first requires that <br />all the costs for infrastructure must be paid up front and does not allow sale of the lots to offset <br />some of the infrastructure costs. Staff feels that the Subdivision Map Act requirements give the <br />City satisfactory assurance that the public improvements will be completed once started.
