concerned. The City's interest is in cost containment and methods for delivery of services to <br />the community. The primary issues of the City with the firefighters are to find ways to modify <br />methods of paying overtime and for procedures for filling vacancies. Staff has counter-proposals <br />ready for the Firefighters Association and staff will be meeting to exchange those proposals. <br />She did not believe negotiations were at impasse. When impasse is reached, there are specific <br />procedures for dealing with that. Appearing in front of the Council is not one of them. <br /> <br /> Angelina Summers, 4750 Sutter Gate Avenue, objected to the continuance of the decision <br />on the traffic light at Main/Neal/Rose Avenues. She believed her input was as important as the <br />store owners. <br /> <br /> June Duncan, 617 Angela Street, raised three points: established neighborhoods should <br />be protected equally; there are ten times as many children in Old Town and at the foot of Angela <br />Street than there are in the Mirador neighborhood; quality of life in all three neighborhoods <br />should be preserved by equal use of all streets; Angela Street has been a cut-through street for <br />thirty years and Old Town has been used for ten years; the majority have already cornpromised <br />for years and it is time that all neighbors and children share equally in the streets that get people <br />in and out of Pleasanton Heights. She urged Council to open Mindor Drive with no restrictions <br />as soon as possible. <br /> <br /> Pat Murray, Mirador Drive, objected to this debate going so far tonight until all people <br />have been notified. <br /> <br /> Wilson Powell, 678 Everett Drive, Danville, referred to Penal Code § 832.5, which <br />requires a police department to have written complaint procedures and requested a copy of the <br />procedures for Pleasanton. He indicated Pleasanton had not responded to a survey sent by the <br />ACLU regarding complaint procedures. <br /> <br /> Ms. Acosta responded that the issue with Mr. Powell has never been what the complaint <br />process is. Pleasanton does have formal written procedures which are available to any citizen. <br />Staff has not responded to Mr. Powell's letters because the City is still in litigation with Mr. <br />Powell. <br /> <br /> At this point, a Barbershop Quartet sang in honor of the City Manager's birthday and <br />Mayor Tarver read a proclamation for her 40th birthday. <br /> <br />10/04/94 <br /> - 4 - <br /> <br /> <br />
