Ms. Mohr clarified that action needs to be taken with regard to the Octman property <br />regardless and that any action affecting the Graham property would come back before Council. <br />She felt uncomfortable discussing the Graham property until further information is provided. <br /> <br />There being no further testimony, the public hearing was closed. <br /> <br /> It was moved by Ms. Mohr to approve the staff recommendation. The motion died for <br />lack of a second. <br /> <br /> Mr. Tarver felt that if the plan were clear, it would be appropriate to proceed with the <br />eminent domain action, but it was not clear how much property was necessary or what the <br />appropriate alignment would be. He reiterated the importance of having the "S ' curve improved <br />before Ruby Hill homes are occupied, but that does not appear to be possible now. Mr. Tarvet <br />preferred that the road move north and lower it to satisfy concerns of Mr. Graham and Mx. <br />Octman and try to avoid eminent domain proceedings. <br /> <br /> It was moved by Ms. Scribner, seconded by Ms. Dennis, to table this item pending <br />receipt of further information. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Mohr, Pico, Scribner, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mayor Tarver thanked staff and Signature for trying to accomplish the straightening of <br />the "S" curve as soon as possible, but it seems that it will take longer than expected. <br /> <br />8. MATFER INITIATED BY COUNCIL <br /> <br />Item 8a <br />Four-way Stol)/Traffic Signal at Main Street and Rose Avenue/Meal Street (SR 94:301) <br /> <br /> Randall Lure presented the staff report. <br /> <br /> Mr. Tarver asked why both sWp signs and flashing red light are necessary. <br /> <br /> Mr. van Gelder responded that it was not necessary to have both, but staff felt it was <br />important. <br /> <br /> Shafteli Michelotti, 7873 Olive Court, commended the idea of slowing traffic for the <br />downtown, but at this location it is causing much frustration.
