Frank C. Brandes, Jr. 6889 Corte Sonada, objected to the General Plan being brought <br />back to Council in pieces and did not want the San Francisco property to be dealt with ahead <br />of the rest of the Plan. <br /> <br /> Mr. Pico requested an update on the General Plan review process and staff indicated a <br />report would be on the next agenda. <br /> <br /> James Miller, 3633 Camelot Court, objected to any changes to the PUD approved by <br />Measure X. He was opposed to the Color Tile application and its use of the fire lane for <br />delivery trucks. <br /> <br /> Gary Schwagaerle, 189 W. Angela, supported the Cameron application for a Bed and <br />Breakfast and believed it would enhance property values in the area. He then indicated he was <br />opposed to incumbent candidates appearing on television immediately before an election. <br /> <br /> David Speer, 489 Adams Way, agreed with the comments of Mr. Brandes and supported <br />Council's actions to make sure growth in the Valley is in the best interests of the Valley <br />residents and supported Council actions to get a BART station. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, objected to removing the elevation surcharge for <br />water. <br /> <br /> Dottie Fink, 3656 Carlsbad Way, requested more stringent regulation of campers and <br />motorhomes parking on the street or in front of residences. <br /> <br />MATTERS CONTINUED OF DECISION <br />There were none. <br /> <br />7. (Esoresso Exoress'} <br />Appeal of the decision of the Planning Commission denyins an application for 1) a PUD <br />major modification to Measure "X" - the approved development plan for the Pleasant <br />Villa~,e Shooping Center to allow drive-in and take-out establishments. and 2) a conditional <br />use permit aporoval for a drive-through esoresso stand at the Pleasant Village Center <br />located at 6700 Santa Rita Road.
