There was discussion on the differences between news to inform and campaigning. Jack Hovingh, 4250 Muirwood Drive, agreed a non-candidate Councilmember should sit in on the Mayor's Report. Ms. Mohr suggested the City Manager appear to answer questions on the Mayor' s Report and agreed on not scheduling call-in shows. She was not in favor of a candidate forum before Council meetings. Ms. Scribner agreed it was advisable not to schedule call-in shows; did not see a real problem with the Mayor's Report because of its news value; and suggested that an announcement could be made during Council meetings that a candidate forum can be viewed on Channel 30 at certain times and reminding the public of candidate debates. It was moved by Ms. Scribner, seconded by Ms. Mohr, that no call-in talk shows be scheduled between the filing deadline and the election; that the Mayor not participate in the Mayor's Report in September and October when the incumbent Mayor is running for reelection and a non-candidate Councilmember appear on the Mayor's Report on a rotational basis. The roll call vote was as follows: AYES: Councilmembers - Dennis, Mohr, Pico, Scribner, and Mayor Tarver N O ES: None ABSENT: None ABSTAIN: None The rotation for appearance on the Mayor's Report for this election shall be Councilmembers Pico, Scribner, Mohr, and Scribner.
