There was discussion on the differences between news to inform and campaigning. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, agreed a non-candidate Councilmember should sit <br />in on the Mayor's Report. <br /> <br /> Ms. Mohr suggested the City Manager appear to answer questions on the Mayor' s Report <br />and agreed on not scheduling call-in shows. She was not in favor of a candidate forum before <br />Council meetings. <br /> <br /> Ms. Scribner agreed it was advisable not to schedule call-in shows; did not see a real <br />problem with the Mayor's Report because of its news value; and suggested that an announcement <br />could be made during Council meetings that a candidate forum can be viewed on Channel 30 <br />at certain times and reminding the public of candidate debates. <br /> <br /> It was moved by Ms. Scribner, seconded by Ms. Mohr, that no call-in talk shows be <br />scheduled between the filing deadline and the election; that the Mayor not participate in the <br />Mayor's Report in September and October when the incumbent Mayor is running for reelection <br />and a non-candidate Councilmember appear on the Mayor's Report on a rotational basis. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Mohr, Pico, Scribner, and Mayor Tarver <br />N O ES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> The rotation for appearance on the Mayor's Report for this election shall be <br />Councilmembers Pico, Scribner, Mohr, and Scribner. <br /> <br />Item 10e <br />Follow-un to Council Call-in Program on Channel 30 - Status or Reconstruction of Itoovard <br />Road (IR 94:53) <br /> <br />Randall Lure presented the report. <br /> <br />No action was required or taken by Council on this item. <br /> <br />Item 10f <br />Establishment of an ad hoc Citv Council subcommittee for the nurpose of reviewing a <br />request to increase refuse collection rates.
