Ms. Dennis asked if the County needed court permission to proceed with this project. Mr. Roush responded that this would be discussed in closed session. It was moved by Mr. Pico, seconded by Mr. Tarver, to send a strong letter indicating our concerns about traffic for incorporation in the EIR. The roll call vote was as follows: AYES: Councilmembers - Dennis, Mohr, Pico, Scribner, and Mayor Tarver NOES: None ABSENT: None ABSTAIN: None Item 1Od Consideration of policy regardiw, Councilmember television appearances during election campaians. (SR 94:311) Deborah Acosta presented the staff report. Frank Brandes, 6889 Cone Sonads, supported option 5 of the staff report, to refrain from scheduling any call-in shows between filings and election, and that a non-candidate participate in the Mayor's Report program during the election period. Sharrell Michelotti, 7873 Olive Court, did not agree to the suggestion of not broadcasting Council meetings and agreed with Mr. Brandes on option 5 and the Mayor's Report. She commend~ Channel 30 for its actions in giving candidates a forum and keeping the citizens informed. She did not believe a forum should be provided at 6:30 p.m. before the Council meetings. She believed candidates should be allowed to speak at Council meetings on issues of interest, not merely for exposure. Bert Felix, 2860 Garden Creek Circle, agreed with Mr. Brandes and Ms. Michelotti. Darla Stevens, representative of CTV Community Television, indicated the citizens of the Valley are very interested in local voter education. Channel 30 since 1976 has done its best to get candidates on the air. There are fifty candidates on the forthcoming ballot. She wanted to be sure CTV had direction on how to proceed. 09/06/94 - 15 -
