He stated that this project <br />is ranked lowest on RAP, but he felt there is a great deal of merit in processing <br />the lower income housing exemption. Councilmember Butler stated that Council has <br />made a commitment to allow lower income housing, and to require approval of this <br />type of project under RAP would dilute that effort. Re stated the exemption would <br />also encourage other builders to consider Construction of lower income housing. Be <br />added that Mr. Madden had applied for RAP points as well as RAP exemption in an <br />effort to get his project approved. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, that <br />Multiple Project 80-11, Madden PUD-80-5 (Vineyard Avenue), be exempt from.the <br />Residential Allocation Program as lower income housing, provided the project meets <br />the criteria for the existing lower income housing exemption. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br />2. 11/24/80 <br /> <br /> <br />
