MINUTES <br /> of <br /> THE MEETING <br /> of <br />THE CITY COUNCIL <br /> <br />November 24, 1980 <br /> <br />CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Kenneth Mercer called the Adjourned Regular Meeting of the City Council <br />to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Butler, Kephart, Mohr, and }~yor Mercer were present. Council- <br />member Wood was absent due to illness. Mr. Walker, City Manager, Mr. Levine, <br />City Attorney, Mr. Warnick, Director of Public Works and Utilities, Mr. Harris, <br />Director of Planning and Community Development, and Mr. Swift, Assistant to the <br />City Attorney, were present. <br /> <br />RAP - SELECTION OF PROJECTS FOR 1981 <br /> ~yor Mercer stated the purpose of this meeting was to take any additional <br />testimony from the developers, then Council would make a decision regarding the <br />Residential Allocation Program project selections for 1981. <br /> <br /> Mr. Doyle Heaton, representing Vintage Hills Commons, stated that this is the <br />third time this developer has applied for RAP, that Planning Commission had approved <br />the development plan two or three years ago, and he felt consideration should be <br />given to this project since it is the oldest application that has not received RAP <br />approval. <br /> <br />There being no further public testimomy, the hearing was closed. <br /> <br /> Councilmember Butler stated that it was his understanding that RAP was to pro- <br />vide an exemption for the small builder to allow 4 unit per builder per year with- <br />out regard to subdivision of lots, but this had not been the case. He further dis- <br />cussed the relationship of two of this year's projects - the Castlewood Properties <br />and Northwood projects - to this understamding and that last year he felt both of <br />these 8 unit projects would have been able to develop per this exemption. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by Council- <br />member Kephart, to exempt Project 80-1, Castlewood Properties PUD-79-9, for 8 units, <br />from the Residential Allocation Program, and approve this project outside of RAP. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, to <br />exempt Project 80-17, Northwood Homes, Tract 3458, for 8 units, from the Residential <br />Allocation Program. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br /> <br />
