35:i <br /> <br /> MINUTES <br /> of <br /> THE MEETING <br /> of <br />THE CITY COUNCIL <br /> <br />November 18, 1980 <br /> <br />CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Kenneth Mercer called the Adjourned Regular Meeting of the City Council <br />to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Butler, Kephart, }bhr, Wood, and Mayor Mercer were present. Mr. <br />Walker, City Manager, Mr. Levine, City Attorney, Mr. Warnick, Director of Public <br />Works and Utilities, Mr. Harris, Director of Planning and Community Development, <br />and Mr. Swift, Assistant to the City Attorney, were present. <br /> <br />RAP - SELECTION OF PROJECTS FOR 1981 <br /> Mayor Mercer stated the purpose of this meeting is to review the projects for <br />1981 to be considered under the Residential Allocation Program and to take testi- <br />mon~ from developers regarding the staff report and recommended rankings. Mayor <br />Mercer stated each project would be considered as listed on the staff report with <br />the exception of Mr. George Oakes, who has to leave early to attend another meeting. <br />Mayor Mercer advised that no decision would be made by Council tonight but a deci- <br />sion is expected to be made at the City Council meeting scheduled for November 24, <br />1980. <br /> <br />Single-Family Projects <br /> <br />-12 Amador Valley Investors PUD-79-14 (Fairlands @ Brockton) <br />-13 Amador Valley Investors PUD-80-3 (W. Las Positas) <br />-14 Amador Valley Investors Tract 3148 (Fairlands @ Gulfstream) <br /> Mr. George Oakes, representing Amador Valley Investors, presented background <br /> information on the subject projects. Mr. Oakes reviewed the history of the school <br /> site property as well as reviewed the current PUD proposal for that site. Mr. Oakes <br /> suggested that because of the history of the site that charity suggests a special <br /> category in RAP for its approval. He further stated that access to the park has <br /> been provided in all the Fairlands cul-de-sacs and it was a mere oversight that it <br /> was not included in this project; the project would have park access. Concerning <br /> environmental features, Mr. Oakes reviewed the optional solar water heating, extra <br /> large lots, and the difficulty of developing the site due to the need for earth fill <br /> and the closeness of adjoining neighbors. He asserted that it made sense to develop <br /> the school site with the rest ~f Tract 3148, especially with the fill required. <br /> With respect to Project 80-13, Mr. Oakes again asserted that relative to these <br /> three projects first things must be done first and although this project scores <br /> higher than Tract 3148 area projects, it logically should be developed after Tract <br /> 3148. He agreed with the staff recommended point allocation for Project 80-13. <br /> With regard to whether the school site property should be characterized as a B-2 <br /> or B-3 list property, Mr. Oakes explained that the school site would be using sewer <br /> capacity transferred to it from other B-2 list projects and that therefore it should <br /> be characterized as a B-2 project. <br /> <br /> <br />
