5. MEETING OPEN TO THE PUBLIC <br /> <br /> Laura Comstock presented a slide presentation giving a history and <br /> h <br />commemorating the 65t Anniversary of the East Bay Regional Park District. <br /> <br /> Sharrell Michelotti, on behalf of the City Council, presented a commendation to <br />Kazuo and Takiko Hatsushi for their years of service to the City and the generous <br />donation of $12,000 worth of trees and plants for public use. <br /> <br /> Bruce Lymburn, 388 Market Street, San Francisco, attorney for the City and <br />County of San Francisco, formally presented an offer from Mayor Willie Brown to sell <br />the Bemal Avenue property to the City of Pleasanton for $100 million. The offer of sale <br />is based on four conditions: 1) the City of Pleasanton will continue to process San <br />Francisco's development applications; 2) the $100 million is as low as the price can go; <br />3) the sale would be ratified by the voters on the March 2000 ballot; and 4) information is <br />to be provided to San Francisco by November 22 regarding the City's willingness to <br />purchase the property. <br /> <br /> Bob Nickeson, 4260 Pleasanton Avenue, wanted assurance that no matter what <br />happens with Measure D, that the development plan for the San Francisco Bernal <br />property would go to a vote of the people. <br /> <br /> Mayor Tarver indicated Council had not taken official action, but this is a <br />significant project and he believes it will go to a vote of the people. <br /> <br /> Ms. Michelotti concurred with Mayor Tarver's statement. She also indicated that <br />if Measure D is adopted, this parcel will be designated agriculture on the General Plan <br />and any change would have to be voted on by the people. <br /> <br /> Ms. Ayala indicated she had previously proposed that all five parcels set forth in <br />Measure D should go to a vote of the people. <br /> <br /> Ms. Acosta indicated that the San Francisco representatives have always <br />understood that this issue would go to a ballot and they are prepared for that. <br /> <br /> Mary Roberts, 1666 Vineyard Avenue, indicated the purpose of the Planning <br />Commission is to review each project in regard to how it relates to the General Plan. The <br />General Plan is a very large document and each Planning Commissioner must be familiar <br />with it. It is like a constitution for the City. She recently attended a League of California <br />Cities conference that dealt with General Plan drafting and updates. The presenter <br />constantly stressed the importance of having full community participation in the writing <br />of a general plan. However, the speaker said it is not necessary to go as far as <br />Pleasanton, which had 300 people on the committee. Ms. Roberts agreed there were <br />many people involved and many meetings over several years.
