She apologized to the Nolans for any effects <br /> from the CAPP Initiative, but she cannot control that. <br /> <br /> Ms. Michelotti believed this may be the last opportunity to have inclusionary <br />moderate housing. <br /> <br /> Mayor Tarver did not agree with that statement. He appreciated the comments of <br />Ms. Ayala. He felt the problem with this project is the affordable housing component. <br />He did not feel staff had done enough. The Housing Commissioners are frustrated and <br />want to do as much as possible to get affordable housing. Mayor Tarver did not feel <br />$90,000 in affordable housing fees was enough to produce the affordable housing this <br />project would not develop, if it had not included some units. He also felt the price of the <br />affordable units was not low enough. He wanted low income units, not moderate income <br />units. He did not like the condition as written. He preferred that it say the Housing <br />Commission shall review and approve the program for the pricing, financing and <br />marketing of the affordable units. He believed the Housing Commissioners were zealots <br />who would push the developer as far as possible with regard to pricing. He commended <br />the developer for going along with the staff recommendation for including affordable <br />housing, but it should have been done earlier so the Housing Commission could have <br />reviewed it. There then would have been a program he could have totally supported. He <br />was concerned about the sale price of the units. The developer is saying it can sell the <br />affordable units at 100% of the median income ($220,000) and if the City subsidizes, the <br />price could be lower. He asked how much the developer wanted this project and how <br />much it was willing to put into affordable housing. If there was inclusionary zoning, the <br />developer would have to produce it, there would be no option to pay a fee. <br /> <br /> Ms. Michelotti said this is all based on the percentage of the income levels. There <br />is a formula for setting the price. <br /> <br /> Mayor Tarver felt if staff said 100% of median income is the target, the developer <br />does an economic analysis and says it will cost so much per unit to build the affordable <br />units. If there was inclusionary zoning, the developer would have to build those units and <br />would not have the benefit of the fees. <br /> <br /> Ms. Michelotti did not understand how Council could approve anything, if it <br />cannot look at an application like this with all the infrastructure necessary and approve it. <br />The Rose Avenue extension will only go through when the Fair Board is ready to <br />develop, if ever. <br /> <br /> Mayor Tarver did not think Rose Avenue would every go through until the City is <br />prepared to proceed with an eminent domain lawsuit against the Fair Board. Staff has <br />consistently reduced density for proposed projects on Rose Avenue, because without that <br />road extension, the Council couldn't allow the density that the property was originally <br />zoned for. This one is perfectly fine because it will not add more units; it will be okay <br />without Rose Avenue. Ultimately everything gets developed and the question of Rose <br />Avenue is no longer important.
