Mr. Swift said it was Planning Commission's decision on how to handle it. It had <br />reviewed this area on a number of occasions. In terms of reviewing the incorporation of <br />the affordable housing units, when the Planning Commission reviewed the plan, staff was <br />attempting to work with the developer to have a plan to create those five lots. The <br />Planning Commission agreed with the concept of adding the five units and went a step <br />farther by adding back two more production houses to make the affordable units feasible. <br />The conditions still include the uncertainty that SummerHill and the City will have to <br />negotiate a feasible subsidy the City is willing to offer and the developer is willing to <br />accept. The Planning Commission approved all that and staff is now asking Council to <br />approve one more unit and eliminate the uncertainty. <br /> <br />Ms. Ayala expressed her concem that this was a rushed project. <br /> <br /> Mr. Swirl explained that staff had taken the original 31 unit application and <br />processed it in the usual manner through the Planning Commission and then to the City <br />Council. The Housing Commission is involved when an application is turned in and it <br />can review it if it wishes. If the original application had included an affordable <br />component, it would have gone to the Housing Commission first. Staff wanted approval <br />from the Planning Commission that this was a project that could include affordable units <br />and once that was determined, a condition was written to put the project into the process <br />for the Housing Commission to review the details of these projects. That is what is <br />before Council tonight. <br /> <br />Ms. Ayala asked if this was heard at a special Planning Commission meeting. <br /> <br />Mr. Swirl said it was a regular meeting. <br /> <br /> Ms. Dennis indicated that her reading of the Planning Commission minutes <br />indicated it supported sending this application on to the Council. <br /> <br /> Ms. Ayala referred to a statement at the Planning Commission meeting by Mr. <br />Champion that stated this project would be reduced from an allowed 72 units to 13 units <br />if the CAPP Initiative passes. She felt that was a clear indication of the dramatic effect <br />the measure will have on this project. She felt this was being rushed. <br /> <br /> Ms. Dennis said the midpoint of medium density allows 72 units and the current <br />project is a dramatic reduction from that. With 13 units, there will not be an opportunity <br />to have affordable housing. <br /> <br /> Ms. Michelotti felt this may be one of the last opportunities to get affordable <br />housing. <br /> <br />Mayor Tarver declared the public heating open. <br /> <br /> Craig Champion, 777 Califomia Avenue, Palo Alto, Development Manager for <br />SummerHill Homes, described the application.
