to the community. He stated the sound level was reduced on Sunday, but that was not
enough. He indicated the Fair Board's goal is to he a good neighbor and assured
everyone that this will not happen again and no similar events are planned in the future.
The Fair Board is continuing to study all other fairgrounds on how they monitor and
regulate sound. There is a subcommittee on public safety and this matter was referred to
that committee for review. The public safety committee has representatives from the
Pleasanton police department, the Livermore Pleasanton Fire Department, the Highway
Patrol, Alameda County Sheriff' s Department, Fair Board members and key management
staff. The goal of the Fair Board is to restrict sound and hours of operation. The Board
has returned calls and sent letters to over 2000 individuals. There have been press
releases and public apologies to all. He believes his staff can regulate sound on the
Fairgrounds in the future. The Fair Board has no desire to start having concerts. By the
end of 1999 there will have been over 312 events on the Fairgrounds this year. This was
supposed to be a family festival. He expressed appreciation for the community input and
willingness to work for a positive future.

Ms. Ayala asked if the public safety subcommittee would investigate the amount
of alcohol served at this facility.

Mr. Pickering said it will be looking at ways of stopping drinking in the parking

lot.

Mayor Tarver believed the staff and Fair Board will be working on this problem
and will come back with proposed solutions.

Brian Woods, 1825 Tanglewood Way, did not believe the police department had
control of the situation. He did not accept the statement that the noise was not as bad on
Sunday. He has children that needed to sleep Sunday night and they could not. He asked
why there is so little authority over the Fairgrounds by the City of Pleasanton. He felt the
city should treat the Fairgrounds as a business that is indifferent or even hostile to the
interests of the local community. The current management appears to have cut almost
every event that has historically given back to the community such as the fireworks, the
4th of July parade, the Good Guys parade, etc. The Board says it costs too much and
therefore this is just another business chasing profits. The Board did not advise the police
department of the event and when the police were finally advised, their advice was
ignored by the Fair Board. He urged the City Council to find some way to exercise
control over the Fairgrounds. If that cannot be done, he was prepared to campaign for the
removal of the Fairgrounds entirely or some adjustment to his property taxes.

John Turns, 2522 Corte Facil, indicated he has tolerated the noise and traffic from
the Fairgrounds for the benefit of the recreational and educational events held there. This
last disturbance has irreversibly altered his opinion of the Fairgrounds. He felt a personal
apology from the Fair Board was insufficient and he was not certain this would not
happen again. He wanted Council to take steps to take control of the Fairgrounds so this
cannot happen in the future.

Pleasanton City Council
Minutes

4 10/19/99
